For the proper implementation of the development projects it is imperative that a dedicated team of project management professionals prepare a detailed implementation plan and monitor the projects from start to finish. For the same purpose Higher Education Commission (HEC) initially established Monitoring and Evaluation Section and was formally functional on 29th Oct-2003. Later on in 2008 this section was elevated to the status of Monitoring and Evaluation Division. The M&E Division comprises of highly experienced professionals including Senior Project Managers, Program Development Officers, Data Analyst and other support staff which is working under the supervision of the Adviser (M&E).This Division directly report to the Executive Director of HEC.
The term monitoring and evaluation is considered to be one thing but actually these are two distinct sets of activities related but not identical. They are mutually supportive and equally important. The M&E Division of HEC is working simultaneously on both the Monitoring and Evaluation activities equally. The Monitoring and Evaluation is being done to ensure the improvement in the efficiency and effectiveness of the development schemes to meet the targets set and objectives planned in the PC-1. It also shows the comparison of actual project impacts against the approved strategic plans.
This Division mainly emphasis on the following three elements:

To monitor the efficiency during the project implementation within the codal formalities.

To evaluate Effectiveness of the development and non development schemes by analyzing their out comes with their sets targets.

To analyze the Impact factor by comparing the outcome after the project completion for the stakeholders.
Upto date more than 800 development schemes are approved and financed by the HEC which are monitored by this division. On site field visits and review sessions are conducted with the objectives to ensure timely completion of development projects in a cost effective way by ensuring compliance of codal formalities.
CORE ACTIVITIES

Every project is at least visited TWICE in a year soon after initiation of execution.

75% of the live projects are physically visited and monitored on Quarterly basis.

Follow up monitoring visits are done at sites for the projects not having satisfactory progress.

The projects having NOT SATISAFACTORY rating is put on alert list and closely monitored through frequent on –site visits and follow up meetings/review.

Heads of executing agencies who’s projects show SLOW / NOT SATISFACTIORY rating are called for presentations to address and mitigate the issues adversely affecting the project execution.

Release of funds are held for the projects showing not satisfactory progress.

Monthly as well as quarterly progress reports are compiled and published.
GENERAL ACTIVITIES

Several exceptional reports are being made by this Division like Full Year Review Report, Project Directors Profile, equipment details procured under development projects, component wise funds allocation to universities/ Degree awarding institution, provision of information for database regarding releases & expenses, Utilization and release of funds to the universities on quarterly and annual basis as well.

Analytical reports as desired by E.D or other higher officials are prepared by this Division on the basis of data collected and compiled by this Division.

On the request of executing agency this Division also provides guidelines and technical solution so that project can implement smoothly.

Monitoring Division also prepare Template for variety of projects.

This Division also assists S. Management in formulation of policy for development and non development activities.
