It is a proforma designed by planning commission which is to be filled by Project Directors concerned cash plan proforma is based on the work plan of the project.It is attached with PC1.   

· Higher Education Institutions submit budget allocation proposals for on-going and new proposed development projects

· These budget allocation proposals are submitted to Annual Plan Coordination Committee (APCC) with due consultations of Planning Commission, Govt. of Pakistan

· After the approval of Budget Allocation by Government,  HEIs plan their activities keeping in view their allocation

· Development grant is released to universities quarterly as and when the same is released by the Ministry of Finance

  At the end of each quarter of respective financial year, quarterly review is held by Planning Commission to review utilization of released development funds.
