Public Private Partnership
The current financial turmoil has affected the funding for higher education sector. The development funding for HEC now has started receding. This ultimately has affected the development of educational infrastructure. As an alternate, Planning and Development Division has collaborated with the Infrastructure Project Development Facilities (IPDF), an entity working under the Ministry of Finance, Government of Pakistan, to involve private sector in infrastructure development in the educational institutions. Presently, P&D Division (HEC) has identified the following 4 projects to be executed on public-private partnership modalities:
i) Construction of Hostels for 800 Students at CIIT, Islamabad
ii) Establishment of Medical College at Quaid-e-Azam University, Islamabad
iii) Establishment of School of Management Sciences at Quaid-e-Azam University, Islamabad
iv) Power Generation for Karachi University, Karachi
These above projects are being taken up in consultation of IPDF which is providing technical assistance in developing Request for Proposals to be floated to invite Expression of Interest of the part parties, evaluating the credentials of interested parties, chalking modalities and contract agreements with the private parties. All these projects are at their initial stage (RFP for all these have been floated through national press.
