Background to the UESTP Programme:
The UESTP concept/program was conceived and initiated by HEC in 2005 and had designed specifically to realize the concept of ‘Engineering Pakistan’. The first formal presentation on the Programme was given to the President and the Prime Minister of Pakistan on January 9, 2006 and in principle approval was granted. The concept was presented at the 2nd Chancellor’s committee meeting held on May 11, 2006 where the Governors and the Chief Ministers agreed to provide land, access roads, water, electricity and other services for the universities to support / boost the Programme. In the third presentation to the President a decision for floating of PC-Is for the first batch of five universities and start of Master’s classes from Fall 2008 was taken.
Partner Country Inputs:
Each UESTP was to be established in collaboration with one partner country which would ‘inter alia’ to provide the following inputs: (i) University design plan; (ii) Student Enrollment Plan; (iii) Foreign and Local Faculty hiring plan. A significant fraction of the faculty will be provided by the international partner’s University or consortium of universities for up to 10 years; (iv) For the initial 10 years, the key positions in the University will come from the international partner; (v) Project implementation plan; (vi) Costing of the project equipment; (vii) Training of 400 future faculty members, to work for the University in Pakistan (viii) Supervision assistance during project execution; (ix) Initiation and operation of the University for up to 10 years and (x) Recruitment of Rector and Senior Foreign Administrative and Academic Staff of the University.
Government of Pakistan had approved 15 PC-Is for different UESTPs and ancillary Projects almost at a total cost of Rs. 179 billion. All funding required for the UESTP Programme was to be provided by the Government of Pakistan through PSDP allocations during the development phase of the Programme.
HEC had negotiated with the partners from different countries and at least 37 world class universities had shown their willingness to collaborate with HEC in the UESTP Programme. MoUs had also been signed at Governmental and at institutional levels for the implementation of the UESTP Programme. Provincial Governments, CDA and DHA Lahore provided requisite land for the establishment of UESTPs in Karachi, Lahore, Sambrial, Muridke, Peshawar, Multan, Islamabad etc.
The Executive Committee of the National Economic Council (ECNEC), Govt. of Pakistan in its meeting held on 06-02-2008 had approved four mega Projects for the establishment of UESTPs in collaboration with Germany, China, Austria and Italy.
By early 2008, the 04 Mega approved UESTP Projects plus the HRD initiative (Rs.11.1 billion being administered separately) appeared ready for launch and subsequent implementation. Other universities projects including those relating to the Pak – France, Pak – South Korea and Pak – Sweden universities projects were in the pipeline and at varying stages of maturity. The commencement of M.Sc Classes in selected disciplines at temporary campuses well before the launch of under Graduate Classes at the main campus sites were in the case of Austria, Germany and China scheduled for start in October 2008.
