Procedure for Approval of Development Schemes of the Higher Education Institutions
DDWP
The PC-1s with a total capital cost up to Rs. 60.0 million are discussed and approved by the Departmental Development Working Party DDWP of HEC.
CDWP
· The PC-1s with a total capital cost of above Rs. 60.0 Million are submitted to Planning Commission for discussion and approval of Central Development Working Party (CDWP). The CDWP meeting is chaired by the Deputy Chairman, Planning Commission, Government of Pakistan. It approves the PC-1s costing between Rs. 60.0 million to Rs. 1000.00 million and recommends the PC-1s costing above Rs. 1000.000 million to ECNEC.
ECNEC
§ The Executive Committee of National Economic Council (ECNEC) discusses and approves the PC-1s recommended by CDWP costing above Rs. 1.000 million.
§ The ECNEC meeting is chairedby Prime Minister of Pakistan /Minister for Finance. It is mandatory that before submission of any PC-1 to any of the above competent forums for approval, the PC-1 should be in a presentable form. For approval of projects, Planning Section, HEC arranges pre-CDWP / DDWP meetings in HEC so that the draft PC-1s may be discussed in detail with university officials and necessary amendments (if any) be made before submission to competent forums.
