SAP, an enterprise-wide information system, is based on a common database and modular software design to coordinate all the resources, information, and activities of every department and development projects of HEC to store and retrieve information on real-time.
Implementation of the Financials, Material Management, Human Capital Management and Project System modules of SAP ERP, running on the SAP Net Weaver business process platform, has enabled HEC to enhance visibility, ensure transparency and through centralized operational and accounting processes – gain tighter control of government expenditure as well as improve planning and budgeting capabilities.
The new system has also enabled HEC to move from cash-based to a Modified cash-based accounting methodology. With the successful implementation of SAP ERP System, all stakeholders, especially the management of HEC have experienced tremendous improvements in the government’s systematic approach to operations and processes. Fundamental improvements are being made in the areas of controls, accurate data presentation and better reporting.
SAP has a long history of providing solutions tailored to the special needs of governments, so to demonstrate in practical terms it has considerably improved the productivity and efficiency of HEC business by taking advantage of the built-in best practices of SAP ERP.
Long term, the objective of what is called the E-government project is to achieve a paperless office via implementation of a document management system. HEC is also looking at building a portal link to the SAP ERP solution (which is already web enabled) – allowing the HEC’s business associates and its employees to interact with it from anywhere.
