Dr. Masooma Ibrahim D/O Mr. Yaqub Ali

Defaulter of Government of Pakistan 

Dr. Masooma Ibrahim, National Identity Card Number 54400-4473540-0, daughter of Mr. Yaqub Ali is a permanent resident of HOUSE # 67A, Shaheed Zulfiqar Ali Road, Gulistan Town, Quetta, Pakistan. Dr. Masooma passed her SSC from Govt. Girls High School, Quetta in 1987 and her HSC from Govt. Girls College, Quetta in 1990. She completed her Bachelor of Science also from Govt. Girls College, Quetta in 1993 and her M.Sc. in Chemistry from Punjab University, Lahore in 1997 respectively.

Dr. Masooma while working as a Lecturer in the Department of Chemistry at the University of Balochistan, Quetta was selected for the scheme titled ‘MS / M.Phil. leading to PhD Scholarships for teachers of Weaker Universities’ and had proceeded to Germany on 4th February 2007. She was expected to complete her PhD studies by March 2011. The Project Director of the subject scheme wrote to her in May 2011 to update him about her progress but she did not respond.

On 18th Sept. 2011, her Supervisor wrote to the Project Director that indeed she had graduated in March 2011 and was assisting him on special projects under his guidance and requested HEC to extend her stay in Germany.

The Project Director wrote to her Supervisor that she has already overstayed in Germany for a good 6 months and she is needed immediately in Pakistan and thus HEC could not extend her stay. The Project Director again sent her a warning to return to Pakistan on 24.09.11 but to no avail.

On 18.10.2011, the PD sent a letter to the MoFA and Pakistan Embassy in Germany requesting them to help HEC repatriate the scholar. On 31.10.11, the PD requested the UOB to take action against her as per their rules.

On the last day of her notice period i.e. 1.11.2011, she finally responded that she has been allowed by her university to continue her research in Germany till April 2013 and has attached a letter from the Balochistan Governor’s office instructing her university to extend her leave for two more years. This is however not acceptable to the HEC.

She has remained absent from duty since then whereas she was bound to serve the University of Balochistan for 6 years after completion of her PhD studies as per the ‘Terms and Conditions’ of the subject scholarship program that she signed with the Government of Pakistan i.e. HEC.

Unfortunately, Dr. Masooma Ibrahim has failed to respond to the repeated letters that have been sent to her by HEC to return to Pakistan and join her duties. As per Standard Operating Procedures (SOP) of HEC, a legal notice is also being sent to the incumbent.

 

Dr. Masooma Ibrahim is hereby declared as a defaulter of the Higher Education Commission, Government of Pakistan and is liable to pay the entire amount of money spent on her along with a 25% penalty for her overstay in Germany.
