90% Overseas Scholarships (Phase2-Batch2)
Introduction

Applications are closed, Next applications will be invited in July/August 2008 subject to availability of scholarships.The Scheme envisages Masters leading to PhD / PhD studies in almost all disciplines in the following countries.

Austria

France

Germany

Massey University, New Zealand

 

University of Auckland, New Zealand

 

Any other country / university subsequently identified by HEC

Netherlands

China

Norway

Asian Institute of Technology (AIT), Thailand

Politecnico Di Torino and Consortium of universities,  Italy

 

Objectives
  • To create a breed of man power in high-tech fields specifically focused on highly qualified engineers, technologists and scientists
  • To build up the capacity of Universities, Research & Development Organizations and Industries in Pakistan by incorporating PhD qualified personnel in priority fields.  
  • To generate considerable intellectual activity. It is expected that considerable number of papers/studies could be produced annually as groups of scientists, technologists and social scientist will be publishing their research work. The scheme would provide an impetus for productivity. Major organizations & universities would be increasing their R&D by absorbing specialized trained manpower. A number of new R&D Projects having economic returns will thus be launched.
  • To supplement HEC’s efforts for provision of adequate number of trained PhD manpower to support technology upgrading, develop high standards of Science & Technology, Humanities and Business education/training in Pakistan and to meet the challenging needs of Pakistan’s economy

 

Eligibility Criteria
  1. Pakistani/AJK nationals.
  2. Candidates must have minimum sixteen years of education (MSc, MA, MBA, ME, MS, B.E / BSc (Engg), M.B.B.S or equivalent).
  3. Maximum two second division throughout the academic career.
  4. Not less than 50% marks in academic career.
  5. Maximum age on July 20, 2007:
            a.   40 years for full time regular faculty members of public sector Universities/Colleges and employees of the public sector R&D organizations.
            b.   35 years for all others.
  6. The candidates who are already availing any other HEC scholarship offer are not eligible to apply.
  7. The candidate must have acquired the requisite qualification on or before July 20, 2007

 

How to Apply

Application Procedure:

The following documents are required to be submitted along with the prescribed application form which is available on HEC web site www.hec.gov.pk/ossphase2/batch2:

  1. Attested photocopies of all educational testimonials.
  2. Equivalence of the foreign qualification/s from IBCC / HEC will be required with the application form.
  3. Attested photocopy of CNIC
  4. Research Proposal
  5. CV/Resume
  6. Attested Copy of GAT (General) score result card
  7. Original Deposit Slip of Rs. 200/

 Note:

  • Application processing fee of Rs 200/- in favor of HEC can be deposited at any of the Habib Bank Limited branches in Pakistan. Remittance application can be downloaded from HEC web site (www.hec.gov.pk/ossphase2/batch2). Original deposit receipt will be attached with the application.
     

  • In-Service (only for regular Government employees) candidates should apply through proper channel. Advance copies will be entertained however NOC from the organization must be provided before July 30, 2007.
     

Important Note: 

  1. All scholarships will be awarded on merit.
  2. Incomplete applications or those received after the closing date will not be entertained.
  3. Candidates must have 16 or18 years education (terminal degree) in relevant field.
  4. Candidates must not have less than 3 CGPA out of 4 in MS / MPhil degree (18 years education) otherwise application for direct PhD will not be entertained.
  5. Candidates having MS / MPhil degree (18 years education) with 3 or more CGPA will be preferred.
  6. Special GRE type test will NOT be arranged for these scholarships.
  7. Candidates are required to indicate the countries of choice in order of preference in the application form. HEC reserves the right to allocate any country to the candidate.
  8. Candidates will be given only one chance of interview against any country.
  9. Maximum four and half year funding is available for Masters leading to PhD program and three years funding is available for PhD program. However actual duration of study program and funding will be determined by HEC with the consultation of foreign universities/agencies.
  10. Awardees have to execute a bond with the HEC to serve in Pakistan for 5 years after completion of study, preferably in an institution of Higher Education.
  11. Application forms, complete in all respect should reach the undersigned on or before Friday July 20, 2007 through postal mail or courier service

Candidates who have 16-17 years of education are required to secure admission in a Master Program prior to appear in the interview. Maximum Euro 4500/annum tuition fee will be paid by HEC and any other over and above academic expenditures are to be born by the scholar.  
Candidates who have 18 years of education and are likely to get admission directly in a PhD program are required to have a letter of acceptance from a supervisor.

PhD candidates are instructed NOT to contact with supervisors before interview. The partner agency will make efforts for the placement of successful candidates.

  Please note that the University of OSLO is NOT on the panel of HEC-SIU program this year.

Austrian Professors team will not interview of those candidates who will not have letter of acceptance from supervisors. Germany Interviews will be conducted in January/February. However exact date and venue will be informed through emails, letters and same will be published on HEC web site MPhil/MS/ME or equal (18 years) Following links can be helpful to find out the German Universities and supervisors www.daad.de  
Candidates have to obtain letter of acceptance from German Supervisors before appearing in the interview.    
China Date and Venue are yet to be scheduled MPhil/MS/ME or equal (18 years) None  
AIT, Thailand: November 15, 2007 at  08.30 a.m. in Higher Education Commission, HRD Division, Faiz Ahmed Faiz Road,
 Near Beacon House School, H-8, Islamabad.
Sixteen years of studies (16 years) Candidates are instructed NOT to contact with any Professor or AIT admission office before interviews.  
Massey University, New Zealand Interviews will be conducted from December 10 to December 14, 2007 in Lahore and Islamabad. However exact date and venue will be informed through emails, letters and same will be published on HEC web site Sixteen years of studies (16 years) Candidates are instructed NOT to contact with any Professor or Massey admission office before interviews.  
  Successful candidates in interview will be required to achieve at least score of 6.5 in IELTS (no band score less than 6.0) or 575 in TOFEL.  
University of Auckland, New Zealand Interviews will be conducted from November 26 to November 30, 2007 in Islamabad. However exact date and venue will be informed through emails, letters and same will be published on HEC web site Sixteen years of studies (16 years) Candidates are instructed NOT to contact with any Professor or admission office before interviews.  
  Successful candidates in interview will be required to achieve at least score of 6.5 in IELTS (no band score less than 6.0) or 575 in TOFEL.  
Politecnico Di Torino and Consortium of universities,  Italy Interviews are not yet scheduled nor any documents required. As soon as interview schedule is confirmed all candidates will be informed via email, letters and same will be published on HEC web site. MPhil/MS/ME or equal (18 years)    
Candidates are instructed to apply in university through the following web link http://didattica.polito.it/scudo/bandi.html Candidates are instructed to submit application to Politecnico Di Torino right away.  
General Instructions for Interview:
All candidates are instructed to bring the following documents along with them during the interview
 
1 Original academic documents/testimonials along with set of photocopies of all Educational documents.
 
2 Updated copy of CV/Resume.   
3  Copy of latest Research proposal.   
4  Masters/MPhil thesis, research reports and publications, if any.   
5 Acceptance letter of any Supervisor/Professor, if required.  
6 Copy of Study Objective   
7 NOC/permission in case of employee of any Government Organization. Without having an NOC, the candidates will not be allowed to appear in the interview.   

Local GRE/GAT

Those eligible candidates who appeared in the following tests conducted by National Testing Service (NTS) and obtained 50% (Accumulative Raw Score) or above marks will attach copy of NTS result card with the application

  • GAT (General) tests held on July 2, 2006, August 20, 2006, October 1, 2006, January 7, 2007 and April 08, 2007.

  • GAT (General) test which is scheduled to hold on July 8, 2007.

  • GRE-type test held on November 12, 2006 for the Overseas Scholarship Program-Phase 2 (Batch I) in Pakistan and France.

  • GRE-type test held on March 29 2007 in Stockholm, Sweden.

  • GRE-type test which is scheduled to be held in Bangkok, Thailand in June 2007.
     

Note:- Those candidates who appeared in the GRE-type tests held on November 12, 2006, March 29, 2007 and those candidates intending to appear in GRE-type test scheduled to held in Thailand in June 2007, are instructed to take print out of their result card from HEC web site (www.hec.gov.pk/ossphase2/batch2) and attach it with the application.

  1. Candidates may be asked to provide IELTS / TOFEL/International GRE (through ETS) score before / after the interview as per recommendations of universities/countries.

  2. Candidates interested in New Zealand are required to provide at least score of 6.5 (no band less than 6.0) in IELTS or 575 in TOFEL after the interview.

  3. The study period prior to formal admission / candidacy into PhD may not lead to a separate Master degree depending on the respective university policy.

  4. HEC does not encourage a separate Master Degree Studies followed by PhD studies rather universities are being advised to offer bridging program for deficiency make up in the fast track of PhD admission.

  5. Candidates must have terminal degree in relevant field.

  6. Please make sure that your relevant degree program is being offered in your choice of country / university before opting the country in application form. HEC will not entertain change of country request.

GAT (General) Test- July 8, 2007

GAT (General) test which is scheduled to hold on July 8, 2007 will be applicable for Overseas Scholarships. Those eligible candidates who did appear in the GAT (General) tests or wish to retake the test for the improvement of GRE score they are advised to appear in GAT (general) test which is scheduled to hold on July 8, 2007 in Pakistan.
