| Introduction |
The Scheme envisaged MS/M.Phil leading to Ph.D. level training and six months language course (as required by the selected countries) for 100 teachers in advanced Natural / Basic Sciences, and Social Sciences / Humanities from weak and newly established universities as categorized in the PC-1 at reputed universities of France, Germany, and Austria having collaborative links with HEC.
In order to fulfill the requirements of PhD research, the candidates were required to take a maximum of six months language course (at home and abroad).
Candidates will preferably be placed directly in a 3 year PhD program; although they can opt for a Masters program leading to PhD program provided that the candidate holds an MS / M. Phil Degree with 18 years education.
Between August 2006 and July 2008, all 98 scholars had proceeded to Austria, France & Germany. A total of 11 scholars have left for Austria, 45 had proceeded to France while 42 have gone to Germany. One, two and three scholars have come back from Austria, France and Germany respectively on medical grounds. Two scholars from Austria and two from Germany have returned to Pakistan after successful completion of their PhD studies. At present 09 scholars in Austria, 43 in France and 36 in Germany are pursuing their PhD studies under the umbrella of this program. Since all the slots have been occupied, thus the scheme has been closed for any future inductions.

| Objectives |
The objectives of the scholarship scheme are:
- To create a breed of highly qualified manpower in high-tech fields including natural and basic sciences.
- To build capacity of weaker universities in Pakistan through addition of 100 PhDs in the fields of Natural & Basic Sciences and Social Sciences/Humanities.
- To facilitate assimilation, absorption and transfer of important and promising technologies to develop high-tech products and achieve rapid economic progress.
- To provide opportunities of training/research at advanced research labs and reputed universities abroad to young talented scientists from far-flung areas/newly established universities of Pakistan and provide opportunities of interaction with foreign scientists working at frontiers of knowledge.
- To encourage international cooperation on Natural and Basic Sciences through availing training opportunities offered by friendly countries like Netherlands, France, Austria, Germany and China. These countries are selected because the tuition fees in these countries are minimum or not charged at all, thus reducing the expenditure in foreign currency.

| Eligibility Criteria |
The target groups for the Fellowship Awards under this program would be those fulfilling the following basic eligibility criteria:
The Scholarship would be open to the selected weak/ newly established public sector university full time teachers working on regular basis in the fields of Basic/Natural & Engineering science / Social Sciences and technology, having First Division in M.A/ M.Sc. / B.E. or equivalent degrees.
· First Division or 2.5 CGPA out of 4.0 in M. A. / M. Sc.; B.E / B. Sc. Eng. or equivalent degree.
· Not more than two 2nd divisions in academic career but 1st Division in the last Degree is a must.
· No third division or D grade in academic career.
· Preference will be given to M.Phil degree holders or equivalent.
· Maximum 40 years age
· Eligible candidates will have to clear a local GRE Type test.
