Overseas Scholarship Scheme for PhD in Selected Fields (Phase-I)

Dr. Muhammad Farooq Rai was awarded HEC scholarship for PhD under “Overseas Scholarship Scheme for PhD in Selected Fields” Phase 1 for Germany. He proceeded abroad in January 2005 and completed his PhD in September 2008. After completion of PhD he did not return to Pakistan and not replying to HEC. He has breached the “Deed of Agreement” signed with HEC to serve his parent organization/Pakistan for a period of five years.

As per decision of National Scholarship Management Committee (NSMC), the scholar has been asked to refund HEC an amount of Euro 57,014 & PKR 70,625 (cost plus 25% as penalty). Dr. Muhammad Farooq Rai has not refunded the amount and declared as the defaulter of Higher Education Commission (HEC), Government of Pakistan. Legal action is being initiated against him.
