Development of S&T Manpower Through Indigenous PhD. (300 Scholarships)
Introduction

The main objective of this scheme is to produce 300 PhDs scholars in various critical areas of national importance such as Natural Sciences, Engineering & Agriculture Sciences in order to have a substantial body of researchers/ scholars in abovementioned areas of national importance available for undertaking any project.

Objectives

The specific objectives of the project are:   

  • To augment PhD program in universities & higher education institutions in Pakistan.

  • To utilize the departments/institutes of universities and Centre of Excellence having potential for higher level teaching and research in new & emerging scientific fields.

  • To improve academic qualifications of 300 scholars in public universities, Centre of Excellence & other R&D bodies.

  • To build academic and research capabilities of higher education institutions.

  • To develop human resource in the country in order to face the challenges of increasing demand for highly specialized and skilled teachers/ researchers. To impart quality education and raise the standard of training and research in universities, Centre of Excellence & R&D bodies.

 

Eligibility Criteria
  • The candidate should be holding at least two years regular employment with any public sector entity including R&D organization/universities/institutes/center of excellence/colleges in Pakistan. 
  •  The candidate should not be more than 40 years of age by the closing date of application, i.e. 18-12-2004.
  •  The candidate should have throughout 1st Division, in his/her academic career with at least 04 years of higher studies with BCS/BE, or MS/ME/MSC/M.Phil degrees or equivalent qualification in the relevant disciplines from a recognized university. 
  •  The candidate should have a valid admission at least six months before the closing date of advertisement in PhD or M. Phil leading to PhD programme and officially working with HEC/PCST approved supervisor. He should have been enrolled in any accredited university, institute, center of excellence whose list is available in list of universities.
  •  The candidates should be on study leave for the entire period of their PhD studies. 
  •  The candidate should not be holding any other scholarship from government source.

Yearly Break up of Financial Provision

Research grant for development of department for a period of 06 months. The grant includes:
a University/ Tuition/ Admission/ Registration/ Examination Fee etc.
b Field Trip / Survey
c Chemical/ Glassware/ Solvent/ Consumable Item/ Maintenance & Spare parts of Lab. Equipment.
d Personal Computer for use of scholar
e Sample Analysis
f Misc. Unforeseen Expenditure.
Rs.414,000/-per student per year 04 years RS. 414,000/-
5. Remuneration to the supervisor.   Rs.25000/- per student per year. 04 years Rs. 25000/-
6. Fee for Foreign evaluation of thesis (To be paid from research grant) Rs. 18000/- once in 4th year to be paid in last year Rs. 18000/-        Due at PhD Thesis submission
Total Rs. 500,000/-
 
The scholarship is payable for four years or maximum of eight six monthly installments.

  • Centre for Advanced Studies in Engineering, (CASE), Islamabad. (Students required to be registered in UET Taxila).
  • Muhammad Ali Jinnah University (MAJU), Islamabad.
  • National University of Computer & Emerging Science (NUCES), Islamabad. 
  • Riphah International University, Islamabad
  • Foundation University, Islamabad
  • Lahore School of Economics, Lahore
  • Hamdard University, Karachi,
  • Institute of Business Management, Karachi
  • National College of Business Administration & Economics, Lahore

Defaulter

Mr. Tamim Ahmed Khan S/o Nasim Ahmed Khan, NIC No. 101-71-513413, date of Birth 17-02-1971, Present & Permanent Address House No. 349, Street No. 166, G-11/1, Islamabad was awarded Scholarship Under “S&T Manpower Indigenous PhD 300 Scholarship” on 28-08-2002 in MS leading to PhD studies in Computer Science department under the supervision of Dr. Aamir Iqbal Bhatti from (CASE) UET, Taxila.

He has left the (CASE) UET Taxila and doing Ph.D in UK without getting approval from HEC. Therefore he has been asked by HEC officials repeatedly to refund an amount of Rs: 672,222/- as per agreement with HEC but no response has been received after considerable time.

As per bond signed by him with HEC he breached the contract therefore declared as defaulter of Higher Education Commission, Islamabad, Government of Pakistan. 

 

 

 

 

 

Terms & Conditions
  • The scholarship will be tenable only for the subject approved by selection committee (HEC). 
  • The scholar will not change the course of study specified in the letter of award without obtaining prior approval of the selection committee (HEC). 
  • The scholar is not to hold any other scholarship/stipend from govt source during the scholarship period of his/her study.
  • Change of university/institute during the study can only be done with prior approval of the selection committee (HEC) on genuine grounds
  • Change of supervisor during the study can only be done with prior approval of the selection committee (HEC) on genuine grounds 
  • In case the awardee fails to complete his/her PhD program, his scholarship will be cancelled by the selection committee (HEC). Consequently he/she is liable to pay entire scholarship (Stipend + Research Grant) released by HEC in his favor.   
  • An awardee shall sign an agreement with the Higher Education Commission (HEC) on behalf of the HEC on non-judicial (stamp) paper. 
  • Awardee would be required to execute a bond with the Government of Pakistan to serve the GoP for at least five years in a public sector university / institute /centre of excellence/college/Research based organization. 

The scholarship is payable for four years or maximum of eight six monthly installments.
