Higher Education Opportunities for Students of Balochistan and FATA
Introduction

The Executive Committee of National Economic Council (ECNEC) in its meeting held on 22-Oct-2007 approved the project titled ‘Provision of Higher Education Opportunities for Students of Balochistan and FATA’. Scholarship program is meant to provide financial assistance to 1300 undergraduate and 700 postgraduate talented students of Balochistan and FATA on merit basis over a period of seven years.

Applications were invited for award of scholarship for 4 years Undergraduate and 2 years Postgraduate Program. The last date for submission of application form was 13th August 2010

 

  

 

Objectives

Qualitative Objectives of the Project: 

  • To provide higher education opportunities to students belonging to Balochistan and FATA.
  • Enhancing participation rate at different levels of education.
  • To provide opportunity to the talented students coming with less privilege background.
  • To provide grooming & learning opportunities and better job chances to the less privileged class of the areas.
  • To ensure a micro & macro economic change and social uplift of the areas.

 

 

Eligibility Criteria

For Undergraduate Program:

  • Age:                            Maximum 22 years.
  • Domicile:                      Balochistan or FATA.
  • Academic Qualification:  Intermediate (HSSC or equivalent) with minimum 60 % marks.

For Postgraduate Program:

  • Domicile:                      Balochistan or FATA
  • Academic Qualification:  Bachelor (B.A/B.Sc or equivalent in any discipline) with minimum 45% marks.  
Other Related Information

 

·    Selection is based on merit and observing regional/district/agency quota as prescribed by the respective Governments.

·     Merit Formula for Undergraduate students:  

         (% in SSC X 0.2) + (% in HSSC X 0.3) + (% in NTS test X 0.5)

·    Merit Formula for Postgraduate students:

         (% in SSC X 0.2) + (% in HSSC X 0.2) + (% in Graduation X 0.2) + (% in NTS test X 0.4)

·    60% seats are for Balochistan and 40% seats are for FATA.

  ·     The data of scholars (Name, CNIC, Domicile and category of FATA In/Out and Balochistan In/Out) will be printed on Roll Number Slips. In  case of any discrepancy in the record, the candidates are advised to write an email at the following address: balfata@hec.gov.pkalong with  the proof of the changes desired.

·     It is mandatory for you to have a valid email address otherwise your form can be considered INCOPMLETE. In case you don’t have email  account, please create immediately on yahoo /gmail /hotmail (this facility is free of cost). Most of the future correspondence will be done through email. Do not change your E-mail address and frequently check your emails. Sometimes our emails are transferred to Junk/Bulk Mail folders, therefore check these folders as well.

·    The tentative date for NTS test is 7th August 2011. Roll No. slips will be available online only and applicants are advised to download their Roll No. slips from HEC and NTS website (www.hec.gov.pk/Balochistan-fata/Batch-IVand www.nts.org.pk) after 28th July 2011.

 

·         List of selected candidates will be placed on HEC website: www.hec.gov.pk/balochistan-fata/Batch-IV

·         Application forms should reach on the following address during office hours i.e. 03:00 pm on Monday 18th July 2011, application forms received after last date will not be considered.

Reserved Seat:

 

It is not necessary to recommend the candidate for admission as per his/her choice. It depends on the availability of seats in the Institutions/ Universities and the candidate’s merit. HEC will facilitate the students for admission but the final responsibility to secure admission at any Public Sector University/Degree awarding Institute or Private Sector Universities, (fall in W-Category: list available at HEC website www.hec.gov.pk/InsideHEC/Divisions/QALI/QualityAssurance/UniversityAccreditation/ENUDAI/Documents/Categorization%20of%20Private%20Sector%20Universities%20and%20DAIs-27-12-10.pdf) lies at the candidate. The main objective of this project is to provide scholarship (financial benefits). However, HEC has limited reserved seats in various disciplines in Public Sector Universities/Institutes for HEC scholars of Balochistan and FATA. Those candidates, who failed to get admission in Public Sector Universities through normal channel (open merit / any other reserved seat) will be considered for nomination against reserved seats. It is obligatory that the candidate has tried to get admission through normal channel (open merit / any other reserved seat) before submitting a request for placement against reserved seat

       

 

 

 

      Financial Details:

     Final awardees of the Undergraduate Scholarship Program will be entitled for the following benefits:

i.

Tuition Fee (including hostel fee)

Up to Rs. 20,000/ (maximum)   per semester (Paid to the concerned institution directly).

ii.

Living Allowance:

Rs. 5,000/   per month.

iii.

Book Allowance:

Rs. 3,000/   per year.

iv.

Traveling Allowance:

Rs. 2,000/   per year.

v.

Initial Settlement Allowance:

Rs. 8,000/   once.

    Final awardees of the Postgraduate Scholarship Program will be entitled for the following benefits:

i.

Tuition Fee

Up to Rs. 30,000/ (maximum)   per semester (Paid to the concerned institution directly).

ii.

Living Allowance:

Rs. 6,000/   per month.

iii.

Book Allowance:

Rs. 5,000/   per year.

iv.

Traveling Allowance:

Rs. 2,000/   per year.

v.

Initial Settlement Allowance:

Rs. 10,000/  once.

 

FAQs

1. What is foundation course?
The main objective of the foundation courses is to enhance the communication skills and introduction of computer applications along with refreshing the knowledge in the subjects like Mathematics, English, Pakistan and Islamic Studies.

                                                                                                              

2.  Can I apply for foundation course without waiting for result? 
Yes, soon after the Higher Secondary School examination (Part II); Anyone can apply for foundation course without waiting for the result. Applications for the foundation course will be called by HEC through advertisement in leading National Daily News papers. The selection of candidates for foundation course will be made through NTS Test.

 

3. Can I apply for nomination against HEC reserved seats for the students of Balochistan and FATA?
The main objective of this project is to provide scholarship (financial benefits) however, HEC has limited reserved seats in various disciplines in Public Sector Universities/Institutes for HEC scholars of Balochistan and FATA.
Those candidates, who failed to get admission in Public Sector Universities through normal channel (open merit / any other reserved seat) will be considered for nomination against reserved seats. 4.  What are Balochistan In / Out and FATA In/Out?
The candidates who have studied in the institutions located within the districts of Balochistan or Agency or FRs of FATA fall under the category BALOCHISTAN IN and FATA IN respectively. Those who have studied in the institutions out side Balochistan and FATA/FRs fall under BALOCHISTAN OUT and FATA OUT category respectively.

 

5.  What’s distribution of scholarships for Balochistan In / Out and FATA In/Out?

       Balochistan In & FATA In     :           90 % scholarships

      Balochistan Out & FATA Out:          10 % scholarships

90% scholarships will be awarded on population basis to those students, who have done FA/FSc/I.Com/A Level or equivalent from the districts / agencies / FRs of FATA and Balochistan and they will fall under category FATA In and Balochistan In.

10% scholarships will be awarded for Balochistan Out and Fata Out Category.

 

6.  What is the maximum age limit for undergraduate program ? 
Maximum age limit for undergraduate program is 22 years on closing date of advertisement. No age relaxation will be allowed.

 

7.  What is the requirement of marks?

For Undergraduate program:

F.A/F.Sc/A- Level or equivalent with minimum 60 % marks.

For Postgraduate program:

B.A/B.Sc or equivalent in any discipline, at least second division (45% marks).

You cannot apply for scholarship if your percentage is less than the required percentage.

 

 

8.  Will students be eligible for scholarship award test, if they have not attended /applied for foundation course?
Yes, students who have not attended the foundation course and even those who have not applied for foundation course will be eligible for scholarship award test, on fulfilling the eligibility criteria.

 

9.  If I have already cleared the NTS Test, would it be necessary to take NTS Test of HEC for this Scholarship?
Yes, NTS test is advertised and conducted by HEC for award of undergraduate and postgraduate scholarship.

 

10. Can I get admission in any University / Institute of Pakistan?
No scholarship will be awarded in private University / Institute. HEC will facilitate the students for admission but it will be their own responsibility to secure admission in any Public Sector University / Degree Awarding Institutes.

 

11. Does HEC entertain the individual application for scholarship?
No, HEC does not entertain the individual application; it offers scholarships through advertisement in the leading newspapers and at HEC web site.
