National Academy of Higher Education Project
Introduction

National Academy of Higher Education (NAHE) is the Learning Innovations (LI) project working on a large scale for the professional development and skill enhancement of the university faculty across HEI’s of Pakistan. It has reached even in the far flung areas of the country carrying the spirit of empowering instructional leaders and bringing quality in the higher education sector.

NAHE Phase-II aims at enhancement of androgogical and research skills of the Higher Education Faculty through conducting professional development programs at their door steps.

Phase-II Targets: As per PC-I of the project, 2500 University faculty members are targeted to get benefit through three major components; one is Professional Competency Enhancement Program for teachers (PCEPT) aimed at generic androgogical skills enhancement trainings, the second is Incorporating Technology in Education (ITE) aimed at equipping the faculty with the modern instructional technologies and the third is International Conference (IC) which is in the planning process.

 

 

Project Objectives 

  • To impart professional development trainings to 2500 faculty members of higher education institutions, with the emphasis on the enhancement of basic teaching competencies of the faculty members of varied disciplines

    ·         To impart technology based and research oriented trainings, with the factor of practicality in the teaching learning situation.

    ·         To enhance computer literacy of the faculty members of HEI’s.

    ·         To organize trainings in the form of workshops/seminars/conferences/lectures for the teachers of HEI’s in order to expose them to the modern trends in teaching/education.

    ·         To enhance the managerial and administrative skills of the personnel involved in conducting these trainings, through national and international forums.

Incorporating Technology in Education (ITE)

Incorporating Technology in Education (ITE) is the second major component of National Academy of Higher Education (NAHE) phase –II. ITE is a two week training program for ICT skills enhancement of Higher Education faculty with the target of training 400 faculty members.

This program is focused on equipping higher education faculty with the state of the art ICT tools and techniques that can be effective in the process of learning and teaching with the target of training 400 faculty members at the doorstep of universities

The objectives of ITE program are to:

  • Increase the effective and innovative use of ICT in education. 
  • Improve the process of teaching and learning, with a specific focus on student centered learning, where teachers are facilitators for learning process . 
  • Help teachers to prepare their students for certain skills like, problem solving, critical thinking, communication and presentation skills etc.
  • Make teachers more effective in their class rooms and administrative practices by using technology, to become more organized.

Duration: 12 working days (36 sessions of 90 minutes each)

ITE Module Developers and Reviewers Meeting (4th October 2010)

Incorporating Technology in Education (ITE) module developers and reviewers gathered in a meeting through video conferencing sum up all the work and finalize the implementation plan of the courses on a three point agenda that is:

To finalize the changes made in Modules.
To revise the allocation of sessions to the topics.
To discuss the issues of implementation

ITE Pilot Workshop (02nd - 11th Aug 2010)

Learning Innovation Division (LID) conducted a 9-Day intensive workshop on pilot testing of Incorporating Technology in Education (ITE) module. The workshop was basically focused on testing the actual course and the modules of ITE. The outlines, content, time and effectiveness of curriculum tested during workshop. During the Workshop each day was split into four sessions, lectures, presentations, review, testing and evaluation activities covered the whole sessions.

ITE Module Review Workshop (1st - 2nd June 2010)

ITE Module Review Workshop held on 1st and 2nd June 2010. The workshop was the third workshop in the series of module development process for the component Incorporating Technology in Education. The participants represented 07 public universities of Pakistan including University of Engineering & Technology, Taxila, University of Balochistan, Quetta, Lahore College for Women University, Lahore, University of Agriculture, Faisalabad, Mirpur University of Science & Technology, AJ&K, Fatima Jinnah Women University, Rawalpindi, and University of Sindh, Jamshoro. The workshop focused on the finalization of the indigenous ITE modules through which participants will be imparted training for the betterment of classroom instruction at higher education level in Pakistan. The program has the feature of imparting training at the doorsteps of the universities. It has been planned that the same material will be pilot tested to test the effectiveness of the modules for the targeted group.

ITE Planning and Development Workshop (22nd - 23rd November 2009)

ITE Planning and Development workshop was held on 22nd - 23rd December 2009 to devise the strategy, develop outline and content of modules of ITE and finding the technology needs of teachers in Pakistan, keeping in view the ITE objectives. In this workshop the content outline was finalized with the help of experts of the field. In this regard 12 ICT/ Education experts from leading universities of Pakistan were invited in the workshop.

Following decisions were also taken by the experts in the workshop:

Topics,the topics of ITE course were defined
Sub Topics, the detailed list of topics was chalked out
Naming & Titling, naming conventions and titles were approved
Module Wise Distribution, teams of developers were made and their tasks were assigned
Topic Content Development, detailed content of modules actually written
No. of Sessions Assigned to Each Topic, the coverage of each topic was decided
Distribution of 400 (Courses/Teachers per Course), as per PC-1 of the project

Three modeules have been outlined and they are in the process of review. Three groups were identified from the experts of the workshop, each group worked on its own module. The modules of the ITE are:

Module 1: Computing Fundamentals
Module 2: Productivity Tools
Module 3: Hyper Media

Workshop on Intel Teach Program (May 2009) 

Learning Innovation Division conducted a workshop on Intel Teach Program at Karachi University and the participants were invited from different universities of Pakistan like Quid e Azam University, University of Sindh, NUML Islamabad, Lasbella University of Agriculture.

Intel Teach Program basically is designed for K-12 Teachers. The main purpose of conducting that workshop was that the participants would go through the program with a view to develop or redesign the curriculum (without changing the core strands) so that it would be more relevant for Higher Education Institutions Teachers.

This 18 step laborious procedure of Module Development (attached hereled NAHE towards the finished product comprised of seven modules. The package of modules is a best resource for orienting the teachers, irrespective of their particular discipline, towards what the world of teaching demands from the successful teachers!

Workshop: Training Master Trainers of PCEPT (15th to 18th February 2010)

The Higher Education Commission’s project, the National Academy of Higher Education (NAHE) Phase II, in collaboration with the USAID-funded Pre-Service Teacher Education Program in Pakistan (Pre-STEP), hosted a four day workshop from 15th -18th February 2010 at the Holiday Inn Hotel, Lahore entitled “National Workshop: Training Master Trainers for the Professional Competency Enhancement Program for University Teachers (PCEPT)”. Thirty higher education faculty members from different universities across Pakistan participated in the workshop.

The workshop for Training Master Trainers of PCEPT prepared National Master Trainers who will be tasked with teaching the NAHE modules. The workshop was conducted by four Resource Persons: Dr. John Dirkx and Dr. Rhonda Egidio from Michigan State University, Dr. Aslam Adeeb from Islamia University Bahawalpur and Dr. Jan e Alam Khaki from Agha Khan University’s Institute for Educational Development, Karachi.

The participants demonstrated a high level of interest and enthusiasm throughout the workshop. Small groups were constituted around each of the seven academic modules and group assignments associated with the use of the modules were also completed. The participants came from a variety of public sector universities in Pakistan including the fifteen Pre-STEP partner universities.


Module Design Workshop for Professional Development of Pakistan Higher Education Faculty (5th - 8th October 2009)

NAHE, Higher Education Commission (HEC) organized a four day workshop in collaboration with Pre-Service Teachers Education Program (Pre-STEP), a project of The United States Agency for International Development (USAID) for the final review of the PCEPT program modules, at Margalla Hotel Islamabad from 5th to 8th October, 2009.

The developed material was reviewed in the workshop, where all the committee heads representing seven universities/institutions and the reviewers exercised the final modification under the direction of the team of reviewers from Michigan State University, USA and experts from Pre-Step, USAID Project.

It was the part of content review process implemented by Michigan State University, USA. The teaching learning resource material of the PCEPT program was given to the Michigan State University, USA for the content and Language review through the Pre-STEP USAID Project team members Dr. Philip Butterfield. They reviewed the content and have submitted the final (reviewed) modules.

Module Developers Review Meeting I & II (23rd to 26th June)

Keeping in view the recommendations of the concluding meeting, two members of the review committee were called for four days here in Islamabad to finalize the content submitted by the module developers. They made some amendments in the material and submitted the finalized content.

 Module Development Concluding Meeting (25th April 2009)

 In this meeting all the committee heads were invited to finalize the following agenda items:

•     Determining the sequence of all the topics and sub-topics included in seven modules
•     Classifying the content for additional reading pack and for the Teacher’s Training Guide
•     Development of a comprehensive pre-test and post-test for the PCEPT program
•     Development of tools for evaluation
•     Evaluation of PCEPT Program
•     Evaluation of Resource Persons
•     Monitoring tool
•     Revising the overall weightage assigned to each module; keeping in view the results of pilot test program

Pilot Test of the PCEPT Program (12 February to 13 March, 2009)

The TLR material on the above mentioned areas was developed and pilot test was conducted to analyze the effectiveness of the content. The pilot test program was held from 12th February to 13th March, 2009. The content of the PCEPT program is composed of seven areas and these areas were identified by a panel of expert educationists in a series of meetings and workshops.

The pilot testing was conducted to analyze the effectiveness/suitability of the content according to the professional needs of participants. The participants represented several higher education institutions of Rawalpindi and Islamabad nominated by their institutions, having varied range of disciplines such as medical science, mathematics, English literature, governance and defense studies.

The expert reviewers have evaluated the entire program and they will compile the research based report of the pilot test. In the light of the recommendations of experts and participants, the TLR material will be finalized for the implementation of professional development program for the further training of 2100 faculty members, throughout the country.

Module Development Workshop II (12 to 13 January, 2009)

The agenda of the workshop was as follows:

•     Each committee leader/member was required to present comprehensive/contents and delivery approaches of their assigned areas.
•     Each committee was required to design and present the sample of Pre & Post test to be administered during PCEPT courses.
•     The instruments/tools required for the evaluation of courses in each area was also planned to be developed and finalized.
•     The tentative schedule of 24 day course along with the area wise weightage was planned to be finalized.
•     The mechanism of the entire pilot testing process along with dates/venue etc was also planned to be identified.

The workshop participants worked on the development of the revised outlines and these outlines have been reviewed by the expert educationists of Module Development committee. The committee has worked on the following agenda:

•     Identification of the module specific and cross cutting outcomes of the PCEPT program.
•     Development of Outlines for the Teaching Learning Resource Material
•     Review and finalization of the outlines
•     Finalization of the approach of writing the TLR Material
•     Allocation of time for each module area
•     Development of detailed Teaching Learning Resource Material in each area

Module Development Workshop I (11 to 12 November, 2008) 

The objectives of the workshop were:

•     To review the revised content of the TLR Material
•     To reach a consensus on changes to be made in the content
•     To reach a consensus on the approach using which the content would be delivered by the resource persons imparting the training
•     To review the first draft of the outline for all the modules prepared in the planning workshop
•     To discuss other relevant issues such as pilot testing of the project, time line, completion and implementation of the proposed project

Planning Workshop (8 to 9 August 2008)

The major purpose of the workshop was to revise and upgrade the modules/contents used in SDCs, and to provide a strong basis on which the quality Professional Development Instructional Contents can be formulated, and to get the feedback and suggestions from the representatives of the Course Coordinators/Resource Persons, who were involved in these Staff Development Courses in the universities of Punjab, Sindh, NWFP, Balochistan and AJ&K. The workshop remained successful in achieving its objectives.

NAHE Phase-I

NATIONAL ACADEMY OF HIGHER EDUCATION (NAHE) Phase - I was an HEC project with an initial target to facilitate professional development courses for 3200 faculty members at different centres/universities across the country.

Staff Development Courses (SDC)

Staff Development Courses (SDC) for professional development of teachers through intensive in-service training; NAHE organized in-service training for 3200 faculty members. For that NAHE established 38 human resource development centers in different universities and staff development courses of one month duration are being conducted for the professional development of faculty members through intensive in-service training. The training of 3564 teachers has successfully completed.

International Computer Driving License (ICDL)

International Computer Driving License (ICDL) program has provided practical computing skills to 220 faculty members and 26 HEC employees. Four ICDL regional centers were established to impart ICDL training to 246 persons across Pakistan. 

Learning to Teach with Technology Studio (LTTS)

Learning to Teach with Technology Studio (LTTS) was an online linkage program developed with Indiana University, Bloomington. 100 online courses were successfully utilized by the faculty members of different universities of Pakistan.

Research Grants (RG)

Research Grants (RG) were identified in a workshop conducted for research grants. In the next step proposals on the given themes were invited from both public and private sector universities in order to encourage open competition. After this open competition research grant was awarded to two research scholars on the topic of “The Impact Analysis of Faculty Development Program under the Scheme NAHE”. 

National Conference (NC)

National Conference (NC) Another remarkable achievement of NAHE was the successful organization of the first ever National Conference on “Professional Development of Teachers in Higher Education in Pakistan”. About 300 participants including eminent educationists, research scholars and honorable Vice Chancellors gathered on this big forum and shared their valuable views. 21 Valuable and productive research papers were presented in the conference.
