Degree Attestation SystemDegree Attestation System<p style="text-align:justify;">​​​​​​​​​​​​​​​The Higher Education Commission attests degrees/transcripts and diplomas awarded by the chartered universities/degree awarding institutions of Pakistan both in the public and private sector. </p><p style="text-align:justify;">There are two ways to get your educational documents attested. Please, read carefully and understand the complete process of attestation before visiting or contacting the HEC offices/designated courier services. </p><p style="text-align:justify;">All relevant information is provided on HEC website. The process and necessary requirements are explained step by step here. </p><p style="text-align:justify;"> </p><p style="text-align:justify;"><span lang="EN-GB" style="text-decoration:underline;">Requirements for Attestation</span></p><p style="text-align:justify;"><strong>Note:</strong> <strong>PEC Registration is compulsory​ for Engineering Degree</strong><br></p><ul style="text-align:justify;"><li>Create an online profile at <a href=""><span lang="EN-GB" style="text-decoration:underline;"> </span></a>to initiate the process for degree attestation. Completely fill-in the personal and educational details on the online profile. Incomplete information may cause you inconvenience at later stage.</li><li>Reserve an available date for attestation at a HEC office location of your choice.</li><li>In case, you are unable to find a suitable date, you can also visit the HEC offices at Islamabad, Lahore, Peshawar, Karachi and Quetta to avail the limited daily tokens for attestation services. In case of courier service, please submit the original documents at courier service centre. Without the following Original Documents, your case will not be processed for attestation:-</li></ul><ol style="text-align:justify;"><li>Matric certificate (Sanad)/Equivalent level certificate issued by<a href=""><span lang="EN-GB" style="text-decoration:underline;"> IBCC </span></a>along with its certificates.</li><li>Intermediate certificate (Sanad)/Equivalent level certificate issued by <a href=""><span lang="EN-GB" style="text-decoration:underline;">IBCC</span></a> along with its certificates.</li><li>Bachelor degree along with DMCs/Transcripts. In case of foreign qualification, please provide the equivalent level degree certificate issued by the Equivalence Section of Higher Education Commission. </li><li>Master degree along with DMCs/Transcripts. In case of foreign qualification, please provide the equivalent level degree certificate issued by the Equivalence Section of Higher Education Commission. </li><li>MS/MPhil degree along with DMCs/Transcripts. In case of foreign qualification, please provide the equivalent level degree certificate issued by the Equivalence Section of Higher Education Commission. </li><li>PhD degree along with DMCs/Transcripts. In case of foreign qualification, please provide equivalent level degree certificate issued by the Equivalence Section of Higher Education Commission.</li></ol><ul style="text-align:justify;"><li>Please, bring a set of photocopies of all above listed documents for HEC record.</li><li>A clearly visible copy of Computerized National Identity Card/Passport (in case of Foreign National) is mandatory to provide.</li><li>The attestation fee for each Original document is Rs. 800 and for each Photocopy is Rs. 500.</li></ul><ol style="text-align:justify;"><li>Walk-In applicants will deposit fee at cash counter of chosen HEC office on the day of attestation. </li><li>Applicants getting attestation through authorized domestic courier service will deposit fee at the designated courier service centre.</li><li>International applicants will pay the attestation fee through cross check in favor of Gerry's International (Pvt), Islamabad.</li></ol><ul style="text-align:justify;"><li>The Higher Education Commission will only attest transcripts issued in the last three years from the date of declaration of result. In case, the three years duration has lapsed, the provision of original degree is mandatory for attestation of transcript.</li><li>In case a degree has not been issued, the detailed marks certificate/transcript must be verified by the designated Controller of Examinations of the concerned university. Moreover, a verification letter from the Controller of Examinations of the concerned university should be attached for HEC record purpose.</li><li>The applicant name, father's name and date of birth should <span lang="EN-GB" style="text-decoration:underline;">exactly</span> match all degrees & transcripts, Matric and Intermediate level qualifications and CNIC/Passport. </li><li>In case, the documents are being submitted for attestation by a person other than the degree holder, the authority letter for the authorized person is required. Moreover, the copy of the Computerized National Identity Card (CNIC) of the Authorized person is also required.</li><li>For attestation of "Shahadatul Almiya fil Uloomm al Arabia wal Islamia" please enter particulars of Middle, Aama, Khasa, Aaliya and Almiya in the online application form and attach equivalence given by the HEC.</li><li>For attestation of "Equivalence letter" issued by the HEC, please attach the original Equivalence letter along with all necessary original documents as stated above.</li><li>For attestation of CPSP Fellowship/Membership certificate, the verification of Controller of Examinations of CPSP is required before submission of documents to HEC.</li><li>The HEC attests the copies of degrees and transcripts only after attestation of the original documents.</li><li>The HEC will not attest any document if a field/area is omitted or erased on the same. Please, contact to the university/board first for issuance of documents without erasure/omission.</li><li>In case, a fake/forged document is presented, the HEC will confiscate the fake/forged documents and all other documents acquired on the basis of that. </li><li>Please, read the complete guidelines for chosen method of attestation i.e., Walk-In and/or Courier Service before proceeding for attestation to avoid any inconvenience.</li><li>In case, there is any ambiguity or clarification required, please go through the Frequently Asked Questions. PM's National Laptop SchemePM's National Laptop Scheme<p style="text-align:justify;"></p><p style="text-align:justify;">Prime Minister's Youth Program is a special initiative launched by the Government of Pakistan in 2013 for five (05) years. The Youth Program​ comprises of several schemes including Prime Minister's Interest Free Loan Scheme, Prime Minister's Youth Business Loans, Prime Minister's Youth Training Scheme, Prime Minister's Youth Skills Development Scheme, Prime Minister's Fee Reimbursement Scheme for Students from Less Developed Areas and Prime Minister's Laptops Scheme.</p><p style="text-align:justify;">Prime Minister's Laptops Scheme is for Talented Students with the main objective of this scheme is an attempt to enhance the scope of research and quality education in the country and increase the access to information technology.</p><p style="text-align:justify;"><strong>Objectives</strong></p><div style="text-align:justify;">Investment in youth not only has the highest rate-of-return (ROI), but has also been recognized as the best long-term investment for prosperous future of any nation, with a positive demographic dividend. Many large countries have transformed their challenge of big populations with high growth rate into opportunities to bolster their economies by empowering their youth with marketable skills. This realization by the government was the catalyst that crystalized the project to empower youth by giving them laptops for their academic and research activities.</div><div style="text-align:justify;"> </div><div style="text-align:justify;">Distribution of laptops is envisioned to bring a paradigm shift in the current education and research culture in the country. In this information age, personal computing devices, like a laptop, is a must especially for students at higher education level. Keeping this reality in consideration and realizing the limited number of laptops availability for the program, HEC preference is to give these laptops to those who is at the beginning of their academic years as to avail maximum benefits of this initiative.</div><p style="text-align:justify;"><br> </p><ul style="text-align:justify;"><li><strong style="color:inherit;background-color:transparent;">​Prime Minister's Laptop Scheme – Phase I (2014)</strong><br></li></ul><p style="text-align:justify;">This scheme was launched in 2013-14 with a target to procure and distribute 100,000 laptops amongst the students studying in Pakistan and AJ&K. HEC was given the responsibility to devise the mechanism of distribution of 100,000 laptops after procurement through open competitive bidding.</p><p style="text-align:justify;">On the directives of the Prime Minister of Islamic Republic of Pakistan, the Government of Pakistan has initiated a national program for distribution of laptops to young and bright students studying in public sector higher education institutes (HEIs) across the country and Azad Jammu & Kashmir. The scheme is part of the Prime Minister's Youth Programs for FY2013-14. The Higher Education Commission (HEC) of Pakistan is the executing agency responsible for developing criteria, mechanism, modalities and a road map for procurement and distribution of laptops under this scheme.</p><p style="text-align:justify;">Project encompassed the distribution of Laptops along with carrying backpack Bags and a EVO Device to the students enrolled in any of the public sector universities or degree awarding institutes duly recognized by the Higher Education Commission of Pakistan. In addition, 5% quota has been reserved for the students studying in Government Polytechnic Institutes across Pakistan and AJ&K.</p><ul style="text-align:justify;"><li><strong style="color:inherit;background-color:transparent;">Prime Minister's Laptop Scheme – Phase II (2015)</strong><br></li></ul><p style="text-align:justify;">The scheme was announced in the budget speech of FY 2013 – 14 and formally commenced in August 2013 with coordination and consultation with Government of the Punjab. Since the schemes under the Prime Minister's initiative was announced for five (05) years, the second phase of the Prime Minister's Laptops Scheme has been launched for 2015. During this phase, another 100,000 laptops will be distributed amongst the talented students as per the defined eligibility and distribution criteria.</p><p style="text-align:justify;">Similar to the past year, the scheme is conceived as a comprehensive ecosystem around the laptop instead of distributing "black boxes" to students. Ecosystem as envisaged around the laptop hardware for this project, consists of various components ranging from licensed/ genuine Windows 8.1 Operating System; Microsoft Office365 application software; Training opportunity at Microsoft IT Academy at respective university/ institutes; Microsoft Office Specialist (MOS) Certification voucher, 3G EVO Device; and Access to HEC's National Digital Library using 3G EVO Device. Equivalence Degree IssuanceEquivalence Degree Issuance<p>The accreditation of institutions, courses and degree programs has become increasingly challenging with increasing international collaboration in the fields of science and technology, as well as the increased mobility of students and scholars in the modern world.<br>In such a scenario, the equivalence of degrees and diplomas and their recognition pose complex issues for educational authorities. Higher Education Commission LibraryHigher Education Commission Library<p style="text-align:justify;">​<span class="ms-rteFontSize-2">HEC Library serves research scholars, teachers and students and also provides services to HEC employees. The full texts of more than 9000 theses are available online on the HEC website ( where users have the option to retrieve information by subject, title, name of researcher, year and name of the university.</span></p><p style="text-align:justify;"><span class="ms-rteFontSize-2">The HEC Library also provides its users with the facility of Current Contents Services (CSS) and it plays a pivotal role to provide full access of National Digital Library Resources. Such healthy exercise allows those who are more athletically inclined to excel during their student days.</p> <p dir="LTR">Pakistan University Sports Board (PUSB) is a supervisory body for Universities Sports in Pakistan.
