​The Government Republic of Azerbaijan is providing three (3) scholarship slots for Pakistan/AJ&K national in bachelor, master and doctoral under “Heydar Aliyev – International Educational Grant Program 2026/27".

As Azerbaijan Government require only three (3) nominations therefore one bachelor, one master and one doctoral candidate will be considered against available nominations.

Deadline for applications on HEC scholarship portal is:

20 March 2026, (4:00 pm Pakistan Standard Time)

ELIGIBILITY CRITERIA: -

To be eligible for the scholarship, the applicant must meet the following basic criteria: 

• Age Requirements:

• Undergraduate – Applicant must be below 35 years on or before 15th September 2026.
• Graduate – Applicant must be below 40 years on or before 15th September 2026.
• Doctoral Programs - Applicant must be below 45 years on or before 15th September 2026.

• Must possess the required academic background in the related field of their proposed study/research area.
• Certificates/Transcript/Degrees to be attached must be attested by the attesting authorities such as IBCC and HEC. Equivalence of O & A level is mandatory by IBCC.
  
  

USAT/HAT test Requirements:

• There will be no separate USAT/HAT test for the scholarship, applicants who already have a valid USAT/HAT test score are eligible for consideration.
• All applicants are required to provide the valid USAT/HAT test score (score obtained on or after March 20, 2025). Please upload your test score (where it asks for HAT score/result card) while submitting application on HEC scholarship portal.
• Nomination criteria is based on USAT/HAT test score. Final selection will be based on USAT/HAT test score only after fulfillment of above basic eligibility criteria.
• HEC reserves the right to change or modify the nomination criteria. HEC also reserves the right to cancel candidature at any stage of the process based on incomplete information/misinformation or incomplete documentation.

Note-I: It is the sole responsibility of students applying for any professional degree (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine, technology etc.) to confirm its accreditation from the respective Councils i.e. Pakistan Medical & Dental Council (PMDC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Pharmacy Council (PCP) etc.

Note-II: Applicants applying for medical/dental fields are required to follow the updated instructions/public notices issued by the PMDC regarding admissions in foreign institutions.

LANGUAGE REQUIREMENTS:

• Applicants willing to study in English are required to have following scores: -

• for undergraduate programs minimum IELTS 5 (TOEFL 40);
• for postgraduate programs minimum IELTS 5.5 (TOEFL 50);
• the language of study of the previous education must be English.

• Applicants willing to study in Russian - proof of language proficiency or the language of study of the previous education must be Russian;
• Applicants willing to study in Turkish - proof of language proficiency or the language of study of the previous education must be in Turkish; -
• Applicants willing to study in Azerbaijani – proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.
• The higher education institution may examine the candidate's proficiency for the applied level of education and proficiency in the language of study.

1)      FIRST STAGE:

• Apply for the scholarship program on https://scholarship.hec.gov.pk/
• The last date for the application submission is 20 March 2026

2)      SECOND STAGE:

• HEC Nominated applicants will be required to submit their online application on https://portal.edu.az/

BENEFITS:

The scholarship covers the following benefits and entitlements:

• Tuition fee
• International flight (Once a year, economy class)
• Monthly stipend for meals, accommodation and utilities costs (800 AZN)
• Medical insurance (200 AZN)
• Visa and registration costs
