Higher
Education plays a vital role in the socio economic development of the
country and HEC considers the capacity building of the Degree Awarding
Institutions as pivotal for the purpose. Hence, quality of PhD
researchers/educators produced is the backbone for the development of
Quality Education in the institutions of Higher Learning. To ensure the
quality of doctorate level education, HEC took the initiative of
starting PhD Progress Review Process. The PhD Review Committee has so
far completed three cycles to assess the programs at PhD level in 2005,
2007 and 2012 throughout the institutions of the country.
Considering
the importance of external quality assurance mechanism for Ph.D.
Programs, the Quality Assurance Agency, HEC in consultation with
existing Ph.D. Review Committee members revised the entire review
process.
The
fourth cycle of the Ph.D. Program Review visits is in process. The
newly designed proforma (checklist) are circulated, before the actual
visit of the review committee to all the DAIs that are offering Ph.D.
Programs for gathering data pertaining to Ph.D. Scholars. The Review
process of Ph.D. program will be conducted on the basis of data provided
by the DAIs.
The Competent Authority constitutes a PhD Review Committee comprising
of eminent educationists to determine the implementation status of the
laid down criteria. It was decided that assessment of MPhil/ PhD
programs on a regular basis be continued in order to ensure the quality
of programs. For this purpose base line data collection and review
visits of universities are undertaken. In order to accelerate the review
process, four review committees are functioning. These have been
mandated by the Competent Authority HEC to conduct review of higher
degree programs of both public and private sector universities in the
regions of
(1) KPK & Balochistan,
(2)Islamabad and Azad Jammu Kashmir and Gilgit
(3) Punjab
(4) Sindh.
