Please note that this is a paper-less process and applicant is not required to submit hard copies of documents to Higher Education Commission, Islamabad or any other regional center.

Procedure for Application of Foreign Degree Equivalence

1. Go to eservices.hec.gov.pk
2. Signup to create your account.
1. Please make sure you have an active email ID and cellphone number.
   
3. After successful account signup, Login to your account
1. Go to Equivalence Services
1. Foreign Degree Recognition/Equivalence.
4. Fill the following:   
1. Personal details
2. Details of degrees
3. Equivalence Details
4. Document upload
5. Verify Details
5. Submit the application.
6. After submission of application form, click on “Task Assigned" at bottom of the main page>Pay the fee using 1Link via any mobile banking app>verify payment.
   

Documents required:

For Bachelor's degree application

1. Degree and Transcript for which equivalence is required.
2. Intermediate/HSSC/FSc/grade 12 certificate or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.
3. Matric/SSC/grade 10 or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.

For Master's degree application

1. Degree and Transcript for which equivalence is required.
2. Bachelor's degree duly attested by HEC.
1. In case of foreign qualification, the applicant needs to get equivalence of his Bachelor's degree first.
3. Intermediate/HSSC/FSc/grade 12 certificate or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.
4. Matric/SSC/grade 10 or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.

For PhD degree application

1. Degree and Transcript for which equivalence is required.
2. Master's degree/previous Pakistani qualifications/degrees duly attested by HEC.
1. In case of foreign qualifications, the applicant needs to get equivalence first.
3. Intermediate/HSSC/FSc/grade 12 certificate or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.
4. Matric/SSC/grade 10 or Equivalent qualification certificate issued by IBCC equivalence in case of foreign qualifications.​​
