Candidates who are enrolled in MS/MPhil or PhD must apply in the respective category with complete enrollment details of their MPhil or PhD degree.The merit of each category will be calculated separately.The candidates who have completed Bachelors/16 years qualification or MS/MPhil/18 years qualification must submit application in their respective categories.
The applicants must have completed their Bachelors/16 years degrees OR MS/MPhil/18 years degrees before clsosing date of application submission.
Applicants must ensure that they are applying against correct discipline,no request for change of discipline will be entertained after submission of applications.
An awardee is not to hold any other scholarship/stipend during the fellowship period of his/her study.
Scholarship slots quota for AJ&K and KPK have already consumed in previous 5 batches.Such candidates are encouraged to apply and compete on merit quota.However any scholarship slot vacated by scholars of previous batches due to drop outs belongoing to same region/province, may be awarded to the applicants of these regions/province.
HEC may provide a list of universities for award of scholarships pertaining to the "Enrolled Categories" as well as 16 years & 18 years Completed Categories.
Fresh awardee must take/get admission in the departments/Programs/universities mentioned in the list of HEC recognized universities /DAIs metting HEC Quality Assurance Criteria·The admissions of candidates not fulfilling the HEC Quality Assurance Criteria will be rejected.
Already enrolled scholars in Ph.D. program must be a full time Ph.D. student in a Department/Institute which has a minimum of 03 Ph.D faculty members out of which at least 02 are HEC Approved Supervisors.
The enrolled Ph.D. scholar must be under the Supervision of HEC Approved Supervisor and the number of MS/MPhil and Ph.D. students enrolled with that supervisor is below the maximum as specified by the HEC.
Number of PhD scholars must not exceed more than 5 (five) under the supervision of one (1) HEC approved supervisor.
Change of university/institute at any stage of study is not encouraged but due to unavoidable circumstances will only be admissible only with prior approval of Higher Education Commission.
It is the sole responsibility of the awardee to check the status of Program/discipline in which he is going to be enrolled in MS/PhD that it is approved by HEC and the respective department of University has obtained necessary NOC/approvals from HEC Quality Assurance Department as well as respective council (like PEC, PMDC,business council etc) recongnizes/registers the said degree of relevant university/institution.Indigenous Scholarship Phase-II section will take no responsibility in this respect what so ever may be.
No Scholarship will be awarded to any candidate where the Program/discipline has been halted/stopped by HEC Quality Assurance Department.
For MS/MPhil Scholarship,the merit will be calculated on the basis of 60% HAT Score & 40% score of Bachelors/16 year degree.
For PhD Scholarship, the merit will be calculated on the basis of 50% HAT Score & 50% score of (Bachelors/16 years degree + MS/MPhil/18 years degree).
5 additional marks will be awarded to candidates having MBBS/BDS degrees.
An awardee would be required to obtain Study leave from his employer to join the institution of his study on full-time basis.
An awardee will not change the course of study specified by the awardee on the application form or in the letter of award without obtaining prior approval of the Higher Education Commission.
The Scholars will be given maximum allowed limit of Tuition fee/lab or workshop charges mentioned in the award letters and any over and above financial impact in lieu of tuition fee or any other head will have to be borne by the scholar himself/herself.
An awardee has to execute a bond with the HEC/Government of Pakistan to serve in the country for 5 years after completion of study, preferably in an Institution of Higher Education.
An awardee shall sign an agreement with the Higher Education Commission (HEC) on non-judicial paper (stamp paper) to the effect that in case the awardee fails to complete his/her study, s/he will refund HEC the total amount released on his/her studies by the HEC.
In addition, a personal guarantee of a person of means on non-judicial (stamp) paper to the effect of ensuring the recovery in case of default, would need to be furnished.
The Higher Education Commission would monitor the Academic progress/performance of the awardee on quarterly basis and the financial utilization on six monthly basis.
The candidates who want their previous HAT test scores to be considered in merit calculations must inform HEC in writing when the date for conduction of HAT test for current batch (batch-VI) is announced till maximum 7 days after the conduction of HAT test.No request would be considered afterwards.
The candidates who want to avail scholarship must be full time scholars in MPhil/PhD and have to provide study leave to HEC (if employed).
In case, NOC for job is required, HEC will continue the scholarship award, only scholar stipend and book allowance will be stopped /freeze. This condition will be applicable only for those scholars whose scholarship award period has been more than 2 years, PhD course work completed, PhD comprehensive passed or PhD synopsis approved from BASAR, subject to approval of HEC authority.
