Eligibility Criteria

To be eligible for the scholarship, the applicant must meet the following basic criteria: 

  • Age Requirements:
  • Undergraduate – Applicant must be below 35 years on or before 15th September 2026.
  • Graduate – Applicant must be below 40 years on or before 15th September 2026.
  • octoral Programs - Applicant must be below 45 years on or before 15th September 2026.
  • Must possess the required academic background in the related field of their proposed study/research area.
  • Certificates/Transcript/Degrees to be attached must be attested by the attesting authorities such as IBCC and HEC. Equivalence of O & A level is mandatory by IBCC.

USAT/HAT test Requirements:

  • There will be no separate USAT/HAT test for the scholarship, applicants who already have a valid USAT/HAT test score are eligible for consideration.
  • All applicants are required to provide the valid USAT/HAT test score (score obtained on or after March 20, 2025). Please upload your test score (where it asks for HAT score/result card) while submitting application on HEC scholarship portal.
  • Nomination criteria is based on USAT/HAT test score. Final selection will be based on USAT/HAT test score only after fulfillment of above basic eligibility criteria.
  • HEC reserves the right to change or modify the nomination criteria. HEC also reserves the right to cancel candidature at any stage of the process based on incomplete information/misinformation or incomplete documentation.

Note-IIt is the sole responsibility of students applying for any professional degree (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine, technology etc.) to confirm its accreditation from the respective Councils i.e. Pakistan Medical & Dental Council (PMDC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Pharmacy Council (PCP) etc.

Note-IIApplicants applying for medical/dental fields are required to follow the updated instructions/public notices issued by the PMDC regarding admissions in foreign institutions.

LANGUAGE REQUIREMENTS:

  • Applicants willing to study in English are required to have following scores: -
  • for undergraduate programs minimum IELTS 5 (TOEFL 40);
  • for postgraduate programs minimum IELTS 5.5 (TOEFL 50);
  • the language of study of the previous education must be English.
  • Applicants willing to study in Russian - proof of language proficiency or the language of study of the previous education must be Russian;
  • Applicants willing to study in Turkish - proof of language proficiency or the language of study of the previous education must be in Turkish; -
  • Applicants willing to study in Azerbaijani – proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.
  • The higher education institution may examine the candidate's proficiency for the applied level of education and proficiency in the language of study.​
