How many scholarships slots are offered under the Azerbaijan Scholarship for 2025-2026?

The Government of Azerbaijan has offered Three (03) scholarship slots for Pakistani/AJ&K nationals to study in Azerbaijan.

What is the nomination criteria for Azerbaijan Scholarship?

  • All applicants are required to provide the valid USAT/HAT test score (score obtained on or after May 15, 2024). Please upload your USAT/HAT test score (where it asks for HAT score/result card) while submitting application on HEC scholarship portal.
  • Nomination criteria is based on USAT/HAT test score. Final selection will be based on USAT/HAT test score only after fulfillment of above basic eligibility criteria.
  • Applicants already having valid USAT/HAT test score are eligible for nominations process.
  • Note: HEC reserves the right to change or modify the nomination criteria

How to apply for this scholarship?

Apply online at HEC website: https://scholarships.hec.gov.pk. After registering and filling your profile, please select "Learning Opportunities Abroad". After submission of the application, get its printed copy to be signed by applicant. Keep the hard copy of the application in your possession until further intimation by HEC.

What would the scholarship provide to the applicant once the application is successful and scholarship award is offered?

The Government of Azerbaijan will provide following:

  • Tuition fee
  • International flight (Once a year, economy class)
  • Monthly stipend for meals, accommodation and utilities costs (800 AZN)
  • Medical insurance (200 AZN)
  • Visa and registration costs​

 

HEC will have no financial liability regarding this scholarship in any case.

Do candidate need to submit hard copies of the document at the stage of selection/shortlisting?

HEC does not require any documents at the initial nomination stage, after the nomination (first stage) process, the Azerbaijan has laid down the following document requirements  in the second stage of the process:

  1. Completed nomination form (for the first stage of application process);
  2. Copy of Diplomas and Transcripts from prior High School or Higher Education Institution;
  3. The applicant’s academic marks (GPA) of the previous degree(s) of study (general secondary education, bachelor's degree, general medicine education, master's degree) must not be less than 70 (on a scale of 0 to 100 or 7 on a scale of 10 or equivalent) of the relevant marking system;
  4. Copy of the medical certificate (including HIV/AIDS, Hepatitis B/C tests);
  5. Copy of a valid passport that confirms the applicant’s identification information;
  6. CV or Resume;
  7. Proficiency in the language of study:
  8. Applicants willing to study in English are required to have following scores: -
  • for undergraduate programs minimum IELTS 5 (TOEFL 40);
  • for postgraduate programs minimum IELTS 5.5 (TOEFL 50);
  • the language of study of the previous education must be English.

9        Applicants willing to study in Russian - proof of language proficiency or the language of study of the previous education must be Russian;

10     Applicants willing to study in Turkish - proof of language proficiency or the language of study of the previous education must be in Turkish; -

11     Applicants willing to study in Azerbaijani – proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.

12     The higher education institution may examine the candidate's proficiency for the applied level of education and proficiency in the language of study.

What are the admission requirements for medical applicants under the Azerbaijan Scholarship by PMDC?

Applicants applying for medical fields must follow the updated instructions provided by the Pakistan Medical and Dental Council (PMDC) regarding admissions in foreign institutions. (Refer to Notification-1 and Notification-2​.)

What are the eligibility criteria for Pakistani students applying to foreign medical and dental institutions under the Azerbaijan Scholarship?

FSc (Pre-Medical) or equivalent with at least 60% marks (for those who completed intermediate education in Pakistan). A-level student provide IBCC certificate.

What is the duration of the programme?

Bachelor: 4-5 years

General Medicine: 5-6 years

Master: 1.5-2 years

Doctoral: 3 years

Is MDCAT mandatory for applicant applying for the Azerbaijan Scholarship in medical fields?

Yes, Applicant who completed their intermediate education in Pakistan must obtain at least 50% marks in MDCAT. The result is valid for three (3) years.

How can applicant verify if the medical institutions under the Azerbaijan Scholarship are recognized?

Applicant must ensure the institution is:

  • Listed by the Pakistan Medical and Dental Council (PMDC), Islamabad, on its official website.
  • Recognized by the regulatory authority of Azerbaijan.

Are there any visa and language requirements for students studying in Azerbaijan under this scholarship?

  1. Applicants willing to study in English are required to have following scores: -
  • for undergraduate programs minimum IELTS 5 (TOEFL 40);
  • for postgraduate programs minimum IELTS 5.5 (TOEFL 50);
  • the language of study of the previous education must be English.

ii)                  Applicants willing to study in Russian - proof of language proficiency or the language of study of the previous education must be Russian;

iii)                Applicants willing to study in Turkish - proof of language proficiency or the language of study of the previous education must be in Turkish; -

iv)                Applicants willing to study in Azerbaijani – proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.

v)                  The higher education institution may examine the candidate's proficiency for the applied level of education and proficiency in the language of study.

Is NEB exam required to practice in Pakistan?

After successful completion of undergraduate degree program in Medicine from Azerbaijan, the candidate will be required to appear in NEB Examination and must fulfill all the laid down requirements of foreign graduates for registration with PMDC, Islamabad. Further, it is the sole responsibility of student(s) applying for any professional degree (viz. Medical) to first get its accreditation status confirmation from the respective Council i.e., Pakistan Medical and Dental Council (PMDC)

What is the deadline to apply for this scholarship?

The deadline to apply online at the HEC scholarship portal is 15 May 2025 (04:00 PM, Pakistan Standard Time).

What is the age limit for the Azerbaijan Scholarship application?

  • Age Requirements:
  • Undergraduate – Applicant must be below 35 years on or before 15th September 2025.
  • Graduate – Applicant must be below 40 years on or before 15th September 2025.
  • Doctoral Programs - Applicant must be below 45 years on or before 15th September 2025.
