- The applicant must be a Pakistani or AJK national and enrolled as a full-time PhD student at a recognized university in Pakistan.
- The applicant must have completed at least 18 credit hours of PhD coursework.
- The applicant must have completed at least 18 months of PhD enrolment and must not have exceeded 3.5 years in the PhD program at the time of application.
- For the batch 60, the applicant's PhD enrolment date must fall between Spring 2023 and Spring 2025, inclusive.
- The applicant must have passed either the local GAT Subject Test or the University Admission Test at the time of admission/enrolment in the PhD program.
- The applicant must have an approved PhD research topic and synopsis from the Board of Advanced Studies and Research (BASR), Directorate of Advanced Studies and Research (DASR), or an equivalent notified body of the university.
- The applicant must have an official acceptance/invitation letter for research from a foreign university or Research institute.
- The host university must be from developed countries and ranked among the top-ranked universities either overall or subject-wise, according to the Times Higher Education (THE) World University Rankings or QS World University Rankings
- The proposed foreign supervisor must not be a ex-supervisor of the applicant's local PhD supervisor.
- The proposed foreign supervisor must be a full-time faculty member(ranked assistant professor or above)
IMPORTANT NOTE:
Those Scholars who are already availing any other HEC scholarship are also eligible to apply provided they submit NOC from their concerned HEC dealing officer.
Two or more applicants supervised by the same local supervisor must have different foreign supervisors or different universities.
