    • ​The selection process consists of four tiers to ensure transparency and merit-based evaluation. In the first stage, all submitted applications are thoroughly scrutinized, and only complete and eligible applications are shortlisted for further consideration. In the second stage, shortlisted applications are evaluated by relevant subject experts, and applicants recommended by the experts proceed to the interview stage. In the third stage, recommended candidates are invited to appear before the interview panel. In the final stage, the merit list is prepared based on the approved weightage criteria(batch58 onwards), whereby 80% weightage is assigned to interview marks and 20% weightage to the ranking of the foreign university. The final merit list is then submitted for approval to the Executive Director, Higher Education Commission (HEC).

  • Selected candidates will be required to enter into a bond with HEC to return and complete their PhD studies at their parent universities. (Click here to download specimen​
  • ​Selected candidates will have to avail the scholarship within six month from the date of issue of award letter or before any such date as specified by HEC. CNIC copies and official seals of witnesses are mandatory.​
  • Two or more applicants supervised by the same local supervisor must have different foreign supervisors or different universities.
  • HEC reserves the right to cancel the scholarship at any stage if any documentation is found to be false or if any ambiguity is identified.
