a. Selection Process:
- The training program will be implemented within 06 months (Phase-I cover 300 for 3- months)
- Advertisement published in national newspapers
- Application will be received online portal developed by NITB. NITB has developed the portal that will allow only eligible applicants to apply. The applicants will be required to upload mandatory documents as well till provided deadline i.e. December 04, 2024.
- The Selection Committee based on recommendation of Prime Minster, Technical Committee has been notified (notification enclosed) for making selection criteria and scrutiny and short listing of potential candidates.
- Transparent and merit-based selection criteria.
b. Eligibility Criteria
- Young agricultural graduates with specialization in nine priority areas.
- Attained minimum CGPA 3.0/4.0 or first division in (BS/BSc (Hons.) 4 years). Higher degrees i.e. MS/MPhil or Ph.D. will be awarded an additional score subject to a minimum CGPA 3.0/4.0.
- In case applicants are more than training slots, they will be ranked based on CGPA/marks.
- Should be less than 35 years of age on the closing date of application, i.e., 05.02.2025.
- Have a minimum of two years of relevant experience in nine priority areas.
- Proficiency in the English language and use of MS Word, Excel, and PowerPoint.
c. Higher Education Commission (HEC) responsibility
HEC of Pakistan in liaison with Chinese Government will execute the initiative. The HEC will be responsible for logistic support, pre-departure briefings/orientations, financial management and disbursement of the funds to participants along with payment of fee to relevant universities and institutions in China, besides sign of surety bond and undertaking.
d. MNFSR Tasks
The program will be completely implemented under the control of MNFSR in liaison with Chinese Government
- Advertise / Select the Professionals as per defined eligibility Criteria under supervision of Technical Commitee.
- Undertake pre-orientation session, monitoring, controlling, implementation, evaluation, reporting mechanism.
- Redressal of any grievances with refence to selection
- Issue nomination letters to candidates along with Selection Committee Minutes
- Authorization to HEC to access complete information along with credentials of the selected professionals further processing
- Share details on focal person in China and Islamabad to HEC
- Visa facilitation to the selected professionals with liaison with MoFA
Post-training & Impact evaluation & Analysis
Reporting mechanism tat has been devised by them and it will be obtained through portal as discussed in 3rd Selection Committee meeting. Reporting mechanism contains complete plan of action, submission of progress report (weekly & monthly, impact assessment report after arrival) learning techniques in various areas and comprehensive country report along with its usage and impact on the agricultural productivity in the country.
e. Chinees Side
Relevant authorities of Government of Chian may be requested to identify seats which are available in the agricultural universities of China as well as the research institution in China for placement pf these 1,000 graduates.
