Nathanial Bashir was awarded scholarship in 2017 for PhD studies in Missouri University USA under 'US Pakistan Knowledge Corridor' initiative of Higher Education Commission of Pakistan. The scholar got graduated in 2018 which was confirmed by the department. On confirmation, his stipend was discontinued forthwith from May 2018 and the scholar was advised to return to Pakistan as per deed of agreement. However the scholar instead chose to refund the amount spent on his studies as per the prescribed formula which amounts to USD 16,845/- including 25% penalty. After payment of USD 4000/-, the scholar failed to pay the remaining amount even within the extended period of time allowed to him twice by the competent authority from time to time on his request.

He neither fulfill his moral, ethical and legal obligation to serve in Pakistan for the bond period which was agreed by him and his guarantor through deed of Agreement nor he fulfilled his commitment to refund the amount as mentioned above. Legal proceedings have been initiated against him for the recovery of remaining amount of $12,845
