Eligibility Criteria
  1. Applicants must be Pakistani/AJ&K national. Dual nationality holders are not eligible to apply.
  2. Applicants must be in good health.
  3. Applicants with incomplete degrees on closing date of application are not allowed to apply. 
  4. Applicants for Undergraduate/Bachelors program must have intermediate/A-level/FA-FSC (12 years) of education and be under the age of 25 at the time of application.
  5. Applicants for Masters program must have a Bachelors degree (16 years) and be under the age of 35 at the time of application.
  6. Applicants for PhD/Doctoral program must have a Masters degree MS/MPhil and be under the age of 40 years at the time of application.
  7. Meet the application requirement as prescribed on China Scholarship Council website & portal.
  8. Meet the admission requirements of the applied universities in terms of academic eligibility, language proficiency and other relevant criteria.
  9. Applicants may not be in recipient of any other types of scholarship currently.
  10. All applicants are required to provide USAT or HAT score (USAT for undergraduate and HAT for Masters/PhD) . The result of expected USAT/HAT test, scheduled on 7 December 2025, would be applicable for the current scholarship nominations.
  11. Applicants already having possession of valid test results are required to upload the test result on HEC scholarship portal. HEC will automatically add the current results for the nomination.
  12. Without providing minimum HAT or USAT test score (50 out of 100), applications will not be considered for further process. The test validity for HAT is 02 years and USAT is 01 year.
  13. For this scholarship, valid test results are:
    1. USAT score (score obtained on or after January 06, 2025).
    2. HAT (score obtained on or after January 06, 2024)
    3. Result of USAT/HAT test, scheduled for December 07, 2025.

Note-I: It is the sole responsibility of student(s) applying for any professional degree (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine etc.) to first get confirmed its accreditation from the respective Councils i.e. Pakistan Medical and Dental Council (PM&DC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Technology Council etc.

Note-II: Applicants applying for medical/dental fields are required to follow the updated instructions provided by the PMDC regarding the admissions in foreign institutions.

KEY POINTS (MANDATORY):

Please note the following key points:

1.      Application Instructions:

Applicants must carefully read the Instructions for the Chinese Government Scholarship Information System (Attachment 1) and the Chinese Government Scholarship Application Guidelines (Attachment 2). All required documents must be submitted through the online system.

2.      Funding Restrictions:

CGS recipients are not allowed to receive funding from any other government or university scholarship (excluding one-time awards) concurrently. If such a case is discovered, the CGS award will be terminated and all funds must be refunded. Applicants who intentionally conceal other funding will be disqualified and barred from applying for CGS for three years.

3.      University Selection:

Applicants must thoroughly research their target Chinese universities, make well-considered institutional choices and carefully complete all application details.

4.      University Contact and Pre-admission:

Applicants are advised to contact the admissions office of their preferred university to confirm whether their selected program is eligible to admit CGS students and to inquire about any university-specific exams or interviews. Applicants should also confirm the procedure to obtain a pre-admission letter.

5.      Pre-admission Requirement:

All applicants must submit at least one pre-admission document issued by their chosen universities. Acceptable documents include a pre-admission notice from the international students' office or an invitation letter from the school or supervising professor.

6.      Undergraduate Applicants (CSCA Requirement):

Applicants intending to enrol in September 2026 are required to register for and take the China Scholastic Competency Assessment (CSCA) on December 21, 2025. Obtain a valid Score Report (Attachment 3​) before the China application deadline and upload it to the system. Applicants should confirm required test subjects with their target institutions. 7.      Language Proficiency Requirements:

  • Applicants for Chinese-taught master's or doctoral programs must hold at least HSK Level 4.
  • Applicants for Chinese-taught general or senior scholar programs must hold HSK Level 3.
  • Applicants are responsible for verifying language requirements with their chosen institutions and must provide proof of proficiency.

These requirements are waived for general scholars applying for Chinese language studies or for applicants who have previously earned a degree from a Chinese university where the medium of instruction was Chinese.

8.      Admission Adjustment and Registration:

Applicants not admitted by any of their selected institutions will not be considered for admission adjustment. Scholarships will not be reserved for candidates who fail to register before the deadline.

9.      Withdrawal Policy:

To ensure fairness, applicants who are finally admitted but voluntarily decline their admission may receive a formal warning and be barred from applying for CGS for three years.

10.  Translation of Documents:

All application materials in languages other than Chinese or English must be accompanied by notarized English translations.

11.  Extension Requests (Current Scholars):

Current scholarship holders applying for study extension under the 2026/2027 academic year quota are exempt from submitting a new system application. They must, however, provide an official Letter of Approval from their host university supporting the extension.

12.  Preliminary Review (Embassy Level):

The Culture Office, Embassy of the People's Republic of China in Pakistan, will conduct the first-round review of applications. Evaluation will include eligibility, document completeness, academic background, physical fitness, course selection, study plan and language proficiency. Written tests or interviews may be conducted. Qualified candidates will be recommended to the China Scholarship Council (CSC).

13.  Final Evaluation (CSC Level):

The CSC will review recommended applications for eligibility and completeness. Eligible applications will be forwarded to universities for placement. Based on factors such as host university capacity, study duration and country-specific quotas, the CSC reserves the right to adjust the applicant's host university, field of study, scholarship category, or duration. Applications accompanied by pre-admission letters will be prioritized for placement at the issuing university.

14.  Application Platform:

The entire admission process will be conducted through the Chinese Government Scholarship Information System.
