HEC CONDUCTS TRAINING NEED ASSESSMENT FOR UNIVERSITIES IN SINDH AND PUNJAB
Higher Education Development in Pakistan (HEDP) recently concluded the professional capacity building needs assessment report for the higher education institutions (HEIs)of Punjab and Sindh province. A total of 4,049 respondents from 52 different public sector universities participated in the detailed survey - out of which 39% were female participants while 61% were male. The training need assessment was designed to gauge both academic as well as non-academic staff of HEIs. Proposed training categories against which data was sought included Teaching and Learning, Research Proficiencies, and Financial Governance and Academic Leadership. The report would help HEC in designing and implementing the specific future training programs targeted towards the needs of the faculty and administration of the universities. HEDP CONDUCTS ITS 9TH WORLD BANK (WB) MISSION AT THE HEC SECRETARIAT, ISLAMABAD.
The meeting was chaired by Executive Director HEC Dr. Zia Ul-Qayyum and Project Coordinator Dr. Mahmood Butt. The joint review between HEC and WB facilitated a comprehensive assessment of each component's progress, culminating in mutually agreed-upon next steps.
Highlighting the overall 83% project progress, the HEDP team presented a multitude of achievements, such as the award of 132 research grants including 43 Innovator Seed Fund grants, establishment of quality enhancement cells in 29 affiliated colleges (ACs). Similarly, capacity-building of 3900 faculty members on the revised Undergraduate Education Policy (UEP), and significant strides in enhancing access to the Pakistan Education Research Network (PERN), among others that include several mega IT initiatives for the higher education sector.

HEC sets ground in Baluchistan to build professional capacity of Affiliate Colleges' faculty for roll out of revised Undergraduate Education Policy (UEP)
HEC’s Higher Education Development in Pakistan (HEDP) project team met the secretary higher education department, Govt. of Baluchistan, Mr. Zafar Buledi to discuss the way forward for building the professional capacity of teachers and student assessment for implementing revised UEP. Secretary HED ensured his support and access to far-flung ACs across the province. An orientation session was conducted at the government post graduate college Quetta Cantt., jointly organized by the Director Colleges and Higher Education Dr. Kaleem Ullah Zahid, and Deputy Director of Admin Colleges, HED Balochistan. 30 principals of colleges from Quetta and its suburbs attended the orientation, 16 of which were female. HEC Conducted a Workshop to Empower Universities with Revenue Generation Strategies
The Higher Education Commission (HEC) under the Higher Education Development in Pakistan (HEDP) project conducted an extensive capacity-building session for public sector universities on financial autonomy and revenue generation.
The purpose was to encourage higher education institutions (HEIs) to develop projects that enable them to generate funds and revenue on their own. Seventy-five senior finance officials, including Vice Chancellors, treasurers, and registrars from various public sector HEIs attended.
The workshop was focused on 26 HEIs to whom the project has disbursed Rs. 30 million each for this activity to equip these to submit their planned projects on time and learn from other HEIs’ experiences.
The allocation of public funds for the higher education sector in Pakistan remains low compared to international standards. The situation remains vulnerable owing to competing demands from other sectors on Pakistan’s national budget.
Moreover, except for Sindh, the financial contribution by the provincial governments for HEIs is also negligible. Realising this, HEC is encouraging public sector HEIs to enhance the revenues from non-traditional sources beyond government grants and student fees. It is one of the key development objectives of the HEDP project, where the governance of the higher education sector is to be strengthened by revenue diversification and fund generation from non-traditional sources.
Accordingly, after consultations with around 100 HEIs across Pakistan, two frameworks – one for revenue enhancement and fund generation and the other for improving financial autonomy for public sector universities have been developed. See More

HEC Three-day Capacity Building Workshop Helps Affiliated College Faculty Up Their Teaching and Research Game in the ICT region
HEDP conducted a 3-day capacity building workshop for teachers from 33 affiliated colleges of Islamabad. Around 64 teachers were part of the training which aimed at equipping the teachers with required skills to help roll out the revised Undergraduate Education Policy.
The workshop was conducted by the Post-secondary Education Reform Unit (PERU) in coordination with the National Academy of Higher Education (NAHE), was requested by the Ministry of Federal Education and Professional Training and the Federal Directorate of Education.
The workshop focused on preparing teachers for the implementation of the Undergraduate Education Policy (UEP) 2020, which was approved by the HEC and will go into effect in Fall 2023. The success of any policy depends on the readiness of teachers, who are the foundation of any education system. For the successful implementation of UEP, it is essential that higher education faculty understand it well and are prepared to implement it in letter and spirit.(See More) .............
