Improving Access and Quality of Remote Learning and Support to Universities and ACs ($ 92 M)
This component aims to increase support to HEIs affected by the COVID-19 pandemic, with emergency grants and special funds to tackle this recent crisis situation, as well as any future ones. HEDP is also aiding universities in improving their Financial Autonomy and developing a framework to address these needs. In addition, under the same component, HEDP shall ensure access to the latest technology and connectivity, improving governance and long-term sustainability of institutions.

This tech component under C6, will support the expansion of Pakistan Education and Research Network (PERN) to selected ACs to provide them access to a campus network and/or offers free WiFi to staff and students, and/or smart classroom facilities. A total of 300 colleges under component 2 will be added to the existing PERN network. In addition, HEC/ HEDP will facilitate expansion of campus wide Eduroam in 50 HEIs. Eduroam is a single sign on authentication to facilitate HEIs to connect from any location within PERN network.
To improve financial autonomy of HEIs, HEDP will also develop SOP for emergency response and funds transfer policy guidelines. In addition, a framework for capacity building of HEIs on fundraising and revenue generation will be developed. Post adoption of this framework and conducting capacity building programs for universities, funds will be transferred to universities that have participated in the new framework. The overall idea is to equip universities with alternate funding streams and revenue generation.

- In the same component, HEC has to adopt and implement a quality assurance framework for remote learning, including a student feedback mechanism for all online learning, which is included in the Open and Distance Learning (ODL) Policy.
