Federal Government Quota Policy

• The Government of Pakistan has approved the quota policy for the award of scholarship in ECNEC meeting held on July 29, 2011. The Federal Government Quota Policy will be as follows:​

• Applicants will be required to meet all the selection criteria for entry into the PhD program specified by the Pakistani universities as per HEC policies.
• The scholarship supports a 06- 12-month period of foreign session abroad (in the top 500 World QS ranking Universities). This can be taken at any stage during PhD study, provided this is justified in the study plan. It can be divided into two or more periods, with no more than 12 months in the award term, provided the prior approval of HEC.
• The selected Faculty members will be required to have a Foreign Co-Supervisor from well reputed foreign university abroad. 
• National Scholarship Management Committee decision will be final for selection of award. However applications are considered on the following basis.

1. Academic Merit of the Candidate (By Academic Evaluation Formula)
2. Higher Education Aptitude Test (HAT) https://etc.hec​.gov.pk/​
   
3. Interview by Subject Expert
   
4. Quality of the Plan of the study
   
5. Potential impact of the work on the development of the country
   

• All Disciplines will be considered however number of scholarship awards will be decided based on need assessment/ requirement and have a direct impact on the society.​
• NSMC decision will be final for selection of the scholarship award.
• The awardee will have to secure a PhD admission in non-parent HEC-recognized universities/DAIs having collaboration/MoU with reputed universities abroad.
• Selection of the discipline will be based on the requirement of higher education institutions. However, an intra-disciplinary admission may only be awarded following the guidelines provided in clause 3.2 of the HEC's Graduate Education Policy 2023​.
• Before awarding an admission to a PhD degree program, the University/DAI has to comply with all other admission requirements as delineated in the GEP-2023, in addition to those mentioned in this advertisement.
• A merit list of scholarships will be prepared based on online information/data provided by the applicants and in case of any error/omission, the offer will stand cancelled.
• HEC reserves the right to select or reject applicant(s) on the basis of selection criteria approved by NSMC.​
